CONTAINER GARBAGE FIBREGLASS, W/WHEEL L-COMBUST. GREEN 240L 174106

Green 240 litre wheeled fibreglass garbage container: what the colour means under MARPOL Annex V, lids and securing, and the SOLAS waste receptacle rule.

What it is

IMPA 174106 is a 240 litre fibreglass garbage container on wheels, coloured green, sold per piece. The same container comes in yellow (174102), blue (174105), red (174109), grey (174110) and brown (174112). The name abbreviates a combustibility marking (“L-COMBUST.”); it does not say non-combustible.

Separate bins per garbage stream are what the guidelines recommend. The MARPOL Annex V guidelines recommend distinctively marked receptacles throughout the ship (engine room, mess deck, galley and other spaces), and list the streams to keep apart: non-recyclable plastics, rags, recyclables such as cooking oil, glass, aluminium cans, paper, wood, metal and plastics, e-waste, and hazardous garbage such as oily rags, light bulbs, batteries and chemicals. Receptacles can be drums, bins, cans, container bags or wheelie bins.[1]

How to specify and order it

Order by the colour your garbage management plan uses for the stream. The guidelines ask for receptacles that are clearly marked and distinguishable by graphics, shape, size or location; they do not assign a colour to any stream. Green means whatever the ship’s own plan says it means, so check the plan, and the labels, before ordering a replacement.[1]

Say where it will stand. A bin on deck or in a space exposed to the weather should be secured to the ship and have a tight, securely fixed lid, and every receptacle should be secured against loss or spillage. Ask for the lid and the means of lashing or a bracket if the bin will stand outside.[1]

Food waste going ashore should be kept in tightly covered containers, separate from other garbage and clearly marked; some countries’ quarantine rules ask for double bagging. If the green bin is for food waste, order it with a lid that closes tight, and order liners to match the 240 litre size.[1]

Mix-ups: 174130 and 174139 are polyethylene wheeled containers of 120 and 240 litres, not fibreglass. Garbage compactors and disposers are in other groups.

Rules and approvals

SOLAS chapter II-2, regulation 4 (probability of ignition), paragraph 4.4.2, as adopted by resolution MSC.99(73) in force from 1 July 2002: waste receptacles shall be constructed of non-combustible materials with no openings in the sides or bottom. Ask the supplier what the container’s combustibility marking is based on, and whether it meets this rule for the space where it will stand.[2]

MEPC.295(71), the 2017 Guidelines for the implementation of MARPOL Annex V, ask for collection procedures written in the garbage management plan, crew responsibilities for emptying the receptacles, and enough storage space and containers, with stored garbage kept in tight, securely covered containers.[1]

The Code of Safe Working Practices: place food waste, empty food containers and other garbage in proper covered storage away from foodstuffs. Dirty or damp waste and rags, especially oily ones, may heat up and ignite spontaneously, so store them as directed until they can be disposed of safely.[3]

Questions buyers ask

What goes in a green garbage bin on a ship?
Whatever the ship’s garbage management plan assigns to green. The MARPOL Annex V guidelines ask for clearly marked, distinguishable receptacles but do not fix a colour for any type of garbage.
