What kind of port is Hamriyah, and what does it handle?

Hamriyah Port sits inside the Hamriyah Free Zone, about twenty kilometres north-east of Sharjah city. Sharjah Customs runs a customs centre there that clears heavy equipment, containers, oil lubricants and gas products, general cargo and personal parcels, open daily 08:00–20:00.[1]

—The free zone, set up by Emiri Decree in 1995, offers a 14-metre deep-water port and a 7-metre inner harbour with waterfront plots from 5,000 m², and licenses rig and shipbuilding, ship repair, ship conversion, offshore fabrication and ship chandlery.[2,3]

—Oil and petrochemicals are the core trade: the zone’s oil and gas area spans more than 4.6 million m² and the authority calls Hamriyah the UAE’s second-largest petrochemical hub.[4]

—Independent tank farms line the harbour. Gulf Petrochem’s terminal (opened 2015) holds 203,888 m³ in 37 tanks for fuel oil, gas oil, base oil, bitumen and naphtha and is connected to both the inner and outer harbours; a 179,000 m³, 26-tank products terminal changed hands to Paragon Capital in 2024.[5,6]

—Not to be confused with Mina Al Hamriya in Deira, Dubai — a DP World port for dhows, livestock, perishables and breakbulk, with its own 2025 expansion. Suppliers and agents quote the two separately.[7]

What is the PLDA rule for tanker calls at Hamriyah?

Since 20 August 2023, tanker operations in Hamriyah’s main harbour run under a Pre-Loading and Discharge Agreement (PLDA), set by Circular 6/2023 of the Sharjah Ports, Customs and Free Zones Authority and addressed to all agents and terminals.[8,9]

—Before berthing, the ship’s agent submits a PLDA covering every cargo operation, one per terminal, naming the berth, cargo type and quantity, with a letter of acceptance from each terminal.[8]

—Each operation gets a fixed berth window worked out from set rates — 600 t or m³ an hour for naphtha, pygas, gasoil, petrochemicals and chemicals up to 10 cSt; 500 for fuel oil; 200 for base oil; 100 for bitumen — plus six hours for customs papers, quantity survey and pigging. Overstaying costs AED 3,500 an hour, charged to both terminal and vessel.[8]

—Anything not declared in the PLDA is refused: the ship is shifted to anchorage after its first operation and waits its turn with a new PLDA. Ships loading at several terminals are sequenced by cargo readiness and berth availability, and unannounced extra operations can lead to fines and blacklisting.[8]

What must a vessel calling at Hamriyah arrange?

—An agent: the PLDA, the order of cargo operations and coordination with the terminals all run through the ship’s agent.[8]

—Status in 2026: Inchcape reported all terminal operations at Hamriya, Sharjah and Jebel Ali as normal in its advisory updated 3 August 2026.[10]

—Stores, provisions and spares — alongside, at the inner-harbour repair yards or at anchorage: post a requirement and suppliers serving Hamriyah answer with sealed bids; the vessel’s name stays hidden until award. Chandlers licensed in the Hamriyah Free Zone: be the first supplier in. For Port Khalid and Sharjah city see the Sharjah guide.
